Vietējie referendumi ir Latvijā diskutējama tēma, kura laiku pa laikam nonāk politiskajā dienas kārtībā. Līdz 2005.gadam pašvaldības dažkārt rīkoja referendumus par jautājumiem, kuros vēlējās noskaidrot vēlētāju viedokli. Tas pamatojās uz principu "atļauts tas, kas nav likumā aizliegts". Ieviešot likumā "Par pašvaldībām pantu par referendumiem, tika veikta atsauce uz citu likumu, kurā vajadzētu noteikt referendumu veikšanas kārtību. Cits likums nav pieņemts, jo Saeimā deputāti saprata, ka tādu referendumu rīkošana, ko iesaka valdība, var nevajadzīgi destabilizēt situāciju. Līdz likuma pieņemšanai pašvaldība drīkst rīkot referendumu, centrālās varas kavēšanās nevar būt iemesls iedzīvotājiem domāto brīvību pārtraukšanai.
Tomēr atsauce "likumā noteiktā kārtībā" kopš panta par referendumiem ieviešanas ir kavējusi tiešās demokrātijas īstenošanu.
